1. I attach a copy of a letter from Hong Kong's Secretary for Security concerning proposed amendments PA to their Immigration Ordinance.

no 1827 21e of the dire situation in Hong Kong con-

cerning refugees from Vietnam, there is an extremely tight legislative timetable for these amendments and we have therefore been asked for any comments by 12 July if possible. This in effect means close of play tomorrow, 11 July. I should therefore be most grateful if you would let me know as soon as possible whether there are any shipping considerations arising from this Bill, which must be cleared with DOT.
