Mr Zhang said that China's position was very clear. regard to illegals, China did not encourage them and had by persuasion and administrative measures sought to stem the flow, with varying results. There should be co-operation on this problem which arose essentially from economic disparities. This was one of the reasons for the establishment of economic regiona
in Guangdong. But there was no short-term solution on the economic front. On the other hand, there were close family and other ties between people in Hong Kong and Guangdong. Strict control of legal emigration caused some to take the illegal road. A third problem was a number of professionals both in Hong Kong
and Guangdong making a profit out of illegal emigration. The Chinese Government had hoped that the Hong Kong authorities would hand over wrongdoers, of whom a list had been provided, but Hong Kong had been unable to co-operate. Mr Zhang referred to preventive measures, and expressed the hope that Hong Kong would send back those emigrants caught. Some local authorities in China had on occasion relaxed or been negligent; and the Central Government had issued instructions to the Guangdong authorities to strengthen their work. Both sides had a mutual interest in stopping the flow.

Dr Wilson acknowledged the common aim and expressed surprise that the numbers had stayed so high. He hoped that the measures would prove effective. Hong Kong accepted that there were close family ties involved and would be prepared to discuss a system to cover short visits. with respect to alleged criminals he had told Xinhua that if arrested, they would be taken to court and that the Hong Kong Government would be grateful for evidence. Xinhua had provided a list of names, asking for punishment rather than extradition, but the people were not to be found at the addresses given. He had also discussed extradition with Xinhua. The problem was that
evidence had to be produced to a Hong Kong court before
extradition could be allowed. Extradition could not therefore
