The number of illegal immigrants (IIs) arrested in Hong Kong in November, narely 9,240, is the Fourth highest for any month since 1962 and is comparable with April's total of 8,369. The rost significant trend during the month was the increase in the numbers of land crossers, in particular across the eastern land order.

Sea crossing continued at a high level from both the Pearl River estuary communes and from the counties to the north east, but fluctuated daily according to the weather. As expected, there was a decrease in hay crossers, as the water became too cold for swimming, with those who might otherwise have swum using flotation devices or crossing the western land border.
