The regulations also stipulate that the recidivists; those who deface documents for illegal emigration purposes; those who refuse to heed warning and use violence to obtain vehicle or vessel; those who refuse to be kept in holding centre, to be extradited, or those who upset the order of the holding centres, as well as those who give shelter to illegal emigrants should, depending on the seriousness of their offence, e sent to training campo, nard labour camps or kept in custody.
It is also reckoned in the regulations that it is everybody's responsibility to stop illegal emigration and officials and members of the public actively involved in the ccmbat against illegal emigration should be duly commended and granted protection; and meritorious acts should be rewarded,
