1. In his telegram No 1451 the Governor proposed that new

administrative arrangements for dealing with arrivals from

China at the border should be introduced on Wednesday,

24 October.

While commenting that the timing is not ideal,

Mr Cradock has said that he would not wish to oppose the

proposed change (Peking telegram No 925).

Recommendation

2.

I recommend that consideration of the proposed new arrange-

ments should be deferred until after Premier Hua Guofeng's

visit, for the reasons set out in the attached draft telegram.
