To turn to your questions, it is extremely difficult to estimate how long waiting periods might be for persons from China applying for immigrant visas. As you will note from the enclosed Visa Bulletin, those in the fourth and fifth preference categories probably face a wait of perhaps several years. But a person could arrive at Lo Wu tomorrow who wants to come here for immi- grant visa processing, who is fifth preference but who has an approved petition filed in 1970. He or she could leave Hong Kong within three months. However, if that same person had a fifth preference filing date of 1978, the wait may be two years or so. If I took a rough guess, I would estimate that perhaps two-thirds of the persons from China coming here for immigrant visa processing face an average minimum wait of at least one year.
