At the meeting on 30th October 1979, Members asked for

figures of the numbers of illegal immigrants arrested who have attempted to enter Hong Kong from China more than once,

For the period from 1st August to 19th October 1979, 91% of these arrested were attempting to enter for the first time, 7% for the second time, and 2% for the third time. Details are as follows:-

The Oswald Cheung quoted these figues in his conversation will i Cortazzi: he seemed to think that the increase in 2" and 3" times was terribly significants, but unfortunately, he did not explain why he thought so.
