to receive back people who did not have valid visas or visa promise letters. The NCNA suggested that this would be difficult, but do seem to appreciate that it is unreasonable to continue to expect Hong Kong to absorb, without comment, people who have obtained passports for travel overseas on the basis of inadequate documentation.

Finally, I enclose a copy of the form 'HNK-13' (the 'visa promise letter') used by the US Consulate-General from February 1978 to March 1979 (since when they have not been issuing these letters). The essential point is that the visa petition on file only covers those named, In many cases supporting docu- mentation vill mention children whose names are subsequently not included on the form sent to the relative in the US because they are either 21 years of age or married.
