IMMIGRATION FROM CHINA
When I spoke to the NCNA on 4 September (our telno 1237 to FCO) I also passed on a detailed table for movement at Lowu up to August. You may find it useful to have a copy. Please note the overall balance (column 13) is of little short term significance since it is so much affected by movements of Hong Kong residents. Essentially our concern is with arrivals without onward travel documentation i.e. column 5 minus column 1. In theory, we could also deduct departures each month on Chinesë travel documents (column 8) however this total is pretty insignificant and is almost certainly less than the number of people with onward visas who, in fact, remain in Hong Kong for considerable periods.

The August figure for illegals repatriated of 1,954 in our telno 1228 to FCO did not include the 25 Vietnamese refugees from the group of 214 who were repatriated on the 11th. The total does, however, include 29 illegal immigrants who entered Hong Kong from Macau.
