5. The Political Adviser's office in Hong Kong pass the figures to NCNA every month. In giving them the August figures on

4 September, Mr Orr stressed that the latest trends were very disturbing. This same point was repeated by the Embassy in Peking when they passed the same figures to Zheng Yaowen in the Western European Department of the Chinese MFA on 5 September. Zheng said he understood our dismay and was sure that steps would be taken to bring down the number of legal immigrants. On the illegals, he stressed that there was no difference between us and promised that the necessary action would be taken. The Ambassador also raised the subject with the Assistant Foreign Minister, Song Zhiguang, on 10 September, who promised to get in touch with the departments concerned who would take the necessary

action.
