I took Jiang Enzhu aside at the end of the Air Services plenary session on 21 June to hand over the latest legal and w illegal immigration figures which we had been unable to give to Wang Benzou that morning (our telno 578 to FCO), together with the information in your telno 817.

I said that we were very pleased to note the recent and sharp drop in the number of illegals arrested and repatriated, although if correct our figures showed they had not come down quite as far as Wang had suggested. The measures that were evidently being taken on the Chinese side should, if continued and reinforced by the additional forces on our side, soon bring the numbers down to manageable proportions. Jiang said that the effectiveness of the steps the Chinese were taking were only beginning to show: the numbers would continue to drop over the coming days and weeks. He was unable to go into detail about the measures taken.or yet to be introduced, but stressed that they involved education and propaganda work as well as physical movement controls. He was grateful for the information about crossing points and methods, which would be passed on to the appropriate authorities.
