Mr Wye of FED told me that the BBC Monitoring Service picked up a broadcast from Guangzhou about this. We will get a summary tomorrow and full report next week.

2. Basically the broadcast said that the phenomenon of sneaking across the border to Hong Kong was becoming more and more furious. It was illegal and must be stopped by comrades and troops. Only those with valid exit permits could go to Hong Kong.

3. This is all very encouraging.
