were tightly stretched. The Chief Secretary thought that there was already a case for further reinforcement. Inci- dentally, the Secretary for Security told me that police manpower committed to anti-illegal immigration and anti- refugee duties had been substantially increased in recent months.

6. One other point which arose from my discussions may be worth recording. It was put to me by the Governor and others that while it would be up to the Ministry of Defence to decide how to reinforce the garrison, should that prove necessary, Gurkhas were better adapted to the anti-illegal immigrant role than British soldiers and acclimatised to Hong Kong far more quickly.
