On receipt of Peking telegram No 270 I retrieved my submission of 23 February which had been approved by Lord Goronwy- Roberts and was on its way to the Private Office. I telephoned Dr Wilson this morning and explained that we were now awaiting the Governor's comments. Once these had been received I would need to resubmit. Since the papers would have to go to the Secretary of State it would probably be the middle of next week before we had a decision.
