Dear Mr Montgomery,
I was very grateful to receive the result of your investigation in to fireworks safety for me; I am relieved that the Dept. in question has been looking into it, and we must hope there will be no repetition of such a tragedy.
I now write about another matter which I find exceedingly dis- turbing. I understand, from a written Commons answer by Mr Luard, a junior minister at the Foreign and Commonwealth office, that folk escaping to Hong Kong from mainland China have been handed back! Over 11,000 such people have been handed back since 1974.

I am aware that China now appears to be relenting from its p previous inflexible policy regarding its ideology but it was not so then. I have only to think of the experiences of people like

xtent of the suffering which such people would go through on their return.

Granted, the Hong Long Government cannot take them all; could at least gave appealed to the rest of the world to take some. I hope you will look into this and do your utmost to press H.M. Government to stop such practices in the future re- garding escapees from any communist state.
