I fear we are suffering from the consequences of liberalisation in China and the effect it has on local cadres. Where the natural response was formerly to say "no" to any request, the contrary is now true. Unfortunately, a more liberal atmosphere does not mean that more people wish to stay in China. The prospect is rather worrying.
