I asked Mr Jones to suspend action on the draft attached to your minute to him of 22 October as I thought we should be slightly more explicit in any letter to the Home Office.

It

would also be advisable to write direct to Mr Woodfield as he chaired the meeting which Mr Figg and I attended before Mr Blaker and I went to Hong Kong, and he inspired the memorandum which I carried with me to Hong Kong.

2. I also had a word on the telephone to-day with Mr Woodfield and explained that I would be writing to follow up our discussions in Hong Kong.

3. I attach a copy of the letter which, with Mr Jones' agreement, I have sent direct to Mr Woodfield to-day.
