NATIONALITY BILL: TRANSMISSION OF BRITISH CITIZENSHIP

1. During a further discussion with officials at the Home Office on transmission of British citizenship to children born in dependent territories, they did not appear worried about the genuine expatriates and were generally receptive to the idea of transmission of citizenship to second generation children born there. They took our point that birth in a British territory could perhaps justify giving preferential treatment in this context.

2. They did, however, bring up the matter of those Hong Kong Chinese born here who return to Hong Kong. They are aware, as we are, that there is a degree of reverse migration but neither we nor they know enough about the extent of it to evaluate its significance. Are you able to shed any light on the situation? Perhaps the Hong Kong Government officials here could provide an indication of the numbers who return.

3. We intend to explore the second generation idea further with the Home Office but before we do so it could be helpful to have some idea of numbers of UK-born Chinese who might benefit.

Can you information about the number of people born in the Chinese Commmunity, in the UK who reton to Hong Kong - I do not like the suggestion that such people are not "genuine expatriates" but rather "Hong Kong Chinese born here": I hope that the Home Office we not moving towards
