It would not be possible to introduce similar restrictions when the settled partner is a male since under current legislation, a woman is patrial if she is a Commonwealth citizen married to a patrial citizen of the UK and Colonies, and any wife of a patrial citizen of the UK and Colonies may apply as of right for registration as a citizen of the UK and Colonies, which carries with it the right of abode.

Requirement for prior entry clearance

Additional categories would be required to obtain entry clearance before coming to the UK. These would include businessmen wishing to establish themselves in business and persons of independent means. Stricter criteria would be applied to both these categories. The provisions relating to permit-free employment would be tightened up.

Au pairs

10. "Au pair" arrangements would be limited to unmarried girls between 17 and 25 who are nationals

of Western European countries (including Malta, Cyprus and Turkey).

Working holiday-makers

11. The new Rules would provide for an age limit of 25 and a time limit of two years.

There is nothing in the proposals to make more difficult the entry of genuine, full-time students. will be expected to leave at the conclusion of their studies, however, and students in receipt of awards from Governments or official agencies will normally be required to leave at the end of the studies for which they were in receipt of their award.
