NATIONALITY BILL
1. I attach a draft letter from you to Mr Hilary, Home Office, along the lines we discussed in response to the Home Office paper on Categories of Citizenship and
Nomenclature.
2. Since we spoke you may have seen the telegram from the Governor of Hong Kong to McLaren, number 1330 of 25 September. The draft letter to Mr Hilary takes account of the points made in the Governor's telegram and it has been agreed with Mr McLaren in general terms (though he has not seen the precise wording).
3. Mr McLaren and I were agreed that a letter on these lines to Mr Hilary is as far as we could usefully go at this stage to meet the point in the last sentence of paragraph 5 of the Governor's telegram. I see no possibility of the Home Office going further and conceding the principle of a 3-category citizenship without agreement on the titles.
A. I shall be drafting a telegram to the Governor giving our latest thinking on possible titles in conjunction with
Mr McLaren.
