I attach a self-explanatory draft telegram to the Governor of Hong Kong which I propose to submit to Mr Figg subject to any views you may have. I realise that you and the Governor have together ruled out a substantial part of the titles mentioned in the telegram. Nevertheless, in view of the shortage of time and the extraordinary difficulty we are experiencing in finding a generally acceptable set of titles I think there is some advantage in letting the Governor see what looks. suitable outside Hong Kong.
