After discussing the Home Office paper on 19 September with Mr Blaker and you, the Governor despatched Hong Kong telegram No 1330. I am not sure whether you have seen it already. It was also helpful to have your message to Mr Cortazzi in Manila telegram No 394.

I understand that Mr Figg has written to the Home Office along the lines of the draft submitted under cover of Mr Jones' minute of 26 September (I do not have a copy of the final version). This should hold the line until we hear further from Hong Kong.

In the meantime, Mr Jones sees advantage in giving Sir J Cater (in the Governor's absence) an indication of the way in which thinking on titles has been developing on his side of the Office. I am a little doubtful about this because none of the titles he has in mind is likely to be acceptable to Hong Kong. I have worked out a draft with him which lists the two sets of titles which might possibly have some appeal in Hong Kong as well as those on which N&TD have been working. I see some small advantage in sending a telegram on these lines to Sir J Cater if only as an illustration of the difficulties. But I do not feel strongly.
