1. Please see the comments on the drafts attached to your minute of 17 October in Mr Quantrill's minute below. I agree with them. In particular, I think it important that we should make clear to the Home Office how the FCO would expect "Crown Servants" to be defined.

2.

I have two more general comments. The first (perhaps easier said than done) is that the submission should be shortened considerably; there is otherwise a danger that Ministers will not read it. The second is that it should cover a draft letter to the Home Office I assume that such

a letter will be needed in any case if Ministers approve your proposed recommendation.
