if some change is thought to be essential, (2). (3) and

(4) are regarded as less satisfactory but acceptable.

From the point of view of the Unofficial Members, it is

very important any new title should emphasise the British

character of Hong Kong residents. For this reason they

wish to retain the present prefix "British Subject".

4. As you know, the FCO position is that a three-category

system is logical and natural. I should be grateful

to know your views on the possible titles considered

acceptable by Hong Kong.
