We spoke about Hong Kong telegram No 1421 (copy attached) and agreed that it might be best at this stage not to pass a copy to the Home Office but to incorporate the main points (omitting mention of the titles at paragraph 1(V) and 1(VI) of TUR).

2.

I attach a draft of the sort of letter I have in mind. I suggest that it might be sent by Mr Figg to Mr Hilary. It is important that anything we send should be copied to Mr Woodfield, who will be going to Hong Kong later this month.
