Dependent Territory. He realises that there is a certain ambiguity in the retention of the words "United Kingdom" in the title. But since there would be a new, clearly defined category for those British citizens who alone would have the right of abode in the UK, there should be no possibility of misunderstanding. The retention of this minor administrative untidiness seems a small price to pay for meeting Hong Kong on a point of major importance to them. I very much hope you can agree.
