1. At Mr Murray's suggestion, I have drafted the attached

paragraphs for inclusion in a possible letter to the Home

Office, setting out the Hong Kong case for allowing them to

retain the title "Citizen of the United Kingdom and Colonies"

for Hong Kong belongers. Mr Murray thought it would be

helpful if I let you have this in advance of your meeting

this afternoon.
