HONG KONG AND THE NATIONALITY BILL

1. Mr Figg and I have discussed the situation in the light of Sir M MacLehose's adamant rejection of any change and Hr Craddock's strong warning that we might be endangering the trilateral Hong Kong/China/UK relationship at a most delicate time. I attach a draft letter which we agree Mr Figg will need to send to the Home Office.

As you see the letter will have to enclose a detailed memorandum on the problem of Hong Kong. This will have to set out not only Sir M MacLehose's points but also explain the New Territories Lease issue and why it is so important for the Chinese not to get the impression that we are fiddling with the status of Hong Kong. I would be grateful if you and FED would now produce a draft memorandum very quickly indeed. I would like to see your joint draft at 9.30 am on Wednesday morning, 29 August.
