S for H has provided at (5)1 a note for the Minister, which is not intended for incorporation in the draft, which elaborates on the Home Ownership question. He has also attached a copy of the Acting S for H 's reply in Leg.Co. to Mr. Cheong-Leen's original speech.

As regards the British Nationality Act question, D of I explained to me that he could not include in the draft any response to Mr. Cheong-Leen's comment on the one-year multi-entry permit issued to Hong Kong citizens,
The since this is entirely a matter of Home Office poli ̈y. draft as submitted is therefore incomplete to that extent.
