1 I think Mr Luce would be interested to read these papers, particularly the two memoranda by the Head of Nationality and Treaty Department. They show the awful complexity of nationality problems.

This is particularly relevant because Departments will be submitting to Ministers this week on the FCO reply to the Home Secretary's initial proposals for changing the Nationality Law. Some very serious issues arise which will have to be discussed by officials and probably by Ministers. largely because the Home Office have not given full weight to various overseas aspects.
