as a British Overseas Citizen any alien, British protected person or Commonwealth citizen (including a British Citizen) who satisfies him that:

(i) he has been

ordinarily 7 resident in a

dependency for 5 years before his application is made (or such shorter term as he may accept in the special circumstances of a particular case);

(ii) he is of good character;

(iii) he has a sufficient knowledge of the English

or Welsh languages or of a local language recognised for official purposes;

(iv) he intends in the event of being naturalised to reside in that dependency or another_7; or to

enter into or continue in Crown Service either

under the Government of the United Kingdom or a

dependency, or of the Service of an international

body of which Her Majesty's Government in the

United Kingdom or a dependency is a member, or the employment of a society, company or body of persons established in any dependency.

The powers of the Secretary of State should in a

dependency be exercised by the Governor, but his grant of a certificate of naturalisation should be subject

to the approval of the Secretary of State.

(g) The grant of citizenship by virtue of marriage
