continue to restrict to men the ability to transmit.
should happen that in future a dependency finds it possible
to admit the children of women born there, there then is
the possibility of registration as a minor (see paragraph 20
below). British Overseas Citizens not born in a dependency
should not have the ability to transmit their citizenship.
No provision should be made for transmission beyond the
first generation born abroad, except perhaps in the case of
statelessness.
Statelessness
19. In order to comply with our obligations under the
Statelessness Convention it will probably be necessary to
make some provision enabling a stateless child of a male
British Overseas Citizen, who is born in a country which
has not ratified the Convention, to become a British Overseas
Citizen; but acquisition of British Overseas Citizenship in
these circumstances may, and should, be made subject to a
3 year period of residence in the United Kingdom or a
dependency.
Registration of Minor Children
20. At present a Governor of a dependency has the authority
to register any minor child, and it is proposed that this
should be continued.
