the changes are not directed against anybody. In previous discussions, Home Office officials have been happy to consider including suitable assurances that the changes do not imply any reduction - the UK's commitment to Hong Kong, but they have come nowhere near accepting that
see as based on emotion Hong Kong's coguments (which they not logic) are sufficient to justify the recommending to the minister that the proposal should be dropped. 2. Hitherto, there has been no possibility of or giving Hong Kong any indication of the HMG's reaction to this representations since the proposals have not yet been submitted to Minister, and there has been no prospect of this being meruitted in the immediate future. Would you please now discuss with NTD how things now look on the prospects for the white paper, and also see whether they can give you any information about the activities of the Select Committer on Race Relations and Immigration.
