This scheme would correspond with the constitutional

4. My first immediately following telegram sets cut possible titles for the proposed 3 categores of United Kingdom nationals (no decisions have yet been taken). My second immediately following telegram deals with the way in which the new citizenship would be acquired.

5. We should be grateful for your early views on these proposals, if possible by 17 August. You should not at this stage discuss them with your Executive Council/local Ministers. Ministers consider it important that no publicity should be given to these proposals.
