We are anxious to produce a more emollient reply to Hong Kong's despatch of 7 July which was a mere acknowledgement of the despatch. I realise that we will not be able to say very much but we must try to say a little more than that the views of UMELCO have been noted and will be taken into account. I should therefore be grateful for your advice whether Hong Kong can be given an assurance that they will be consulted "before there is any further serious consideration of producing a White Paper". I should also be grateful if you would advise me if you have any indication on the prospects for the White Paper and also if you would give me any information you have about the activities of the Select Committee on Race Relations and Immigration.
