agrees with the substance of the drafts except that he regrets that in the proposals for naming the type of nationality to be given to colonials the Home Office have excluded certain terms from consideration (see paragraph 3 of the second telegram). feels that one or more of these terms might well have been acceptable and considers that it may be necessary to make further representations to the Home Office. Meanwhile, the telegrams should issue.
