3. As long as we have overseas possessions we are bound to
respect the feelings of their inhabitants in the sensitive
matter of nationality and citizenship. Moreover, in respect of those territories where there are problems with neighbouring
states (Hong Kong, Belize, Falkland Islands, Gibraltar) it is
important to avoid creating an impression, however erroneous,
either at home or abroad that we no longer care about their
welfare or status.
