1. I am attaching a draft of a submission on the above subject, together with some but not all of the proposed enclosures. It has been agreed with Mr Figg that an approach should be made at this stage to the Home Office at Ministerial level. A draft letter from Mr Luce to Mr Raison is included among the enclosures.

2. I shall be grateful for comments and suggested amendments to the covering submission and enclosures from all the recipients of this minute.
