With reference to discussions between Mr Morris Morgan, Deputy Secretary, Security and the British Council, the Council could run a language training programme for Vietnamese refugees going to Britain.

The courses would be for adult refugees awaiting departure for Britain.

Mr Morris Morgan has discussed the question of a British Council language programme for refugees with Mr Rowlands and Mr Patten, two members of the team of four M. Ps. headed by Sir Paul Bryan who recently visited Hong Kong.

Mr Morgan has recommended that the British Council in London submit a proposal to the Home Office for the necessary funding. Rowlands and Patten have agreed to give support to such a proposal received by the Home Office. Mr P J Woodfield, CBE, Deputy Secretary, Home Office was in Hong Kong recently and seemed very interested in the project and Mr Morgan suggested that I ask British Council, London to approach him with, this proposal.
