should not be granted visas to settle here but stressed that the UNHCR representative has full discretion in choosing the number and place or origin of the refugees named in the lists submitted to the Luxembourg authorities. It appears however that the authorities' main preoccupation in 1980 will be the reunification of families already settled here and the number of new families admitted is likely to be restricted.
