Situation

A mission from China visited the League on 11 October 1979 to discuss their appeal for assistance to refugees from Indochina. Since April 1978, about 260,000 refugees have entered China in the Provinces of Guangdong, Fujian, Yannan and the Guangki autonomous region. The Chinese Red Cross teams have been rendering assistance from the beginning with medical and supplementary feeding programmes. The basic needs of the refugees are being covered by UNHCR.

A Red Cross Task Force mission is presently visiting the area and will return with a plan and budget for the Chinese Red Cross assistance pro- gramme on behalf of 69,000 refugees who are considered as vulnerable, of whom about 30,000 are children. With technical support from the ICRC, a tracing and mailing service may be organised.

A preliminary budget of SFr. 3,000,000 is being submitted by the mission and the Chinese Red Cross. The need is for the establishment of a 100-bed hospital with equipment and medical supplies plus the continuation of the supplementary feeding programme for the above-mentioned vulnerable group. As the present requirements are beyond the resources of the Chinese Red Cross, support for this appeal is urgently needed so that the relief action can be continued.

Further details on the plan and budget requirements for the period commencing 1 January 1980 will be furnished upon completion of the Task Force survey mission.
