SOUTH EAST ASIA: REFUGEES

Situation Report

Over the last few months a drastic decline in the number of Boat People coming from Vietnam seeking asylum in the Asian countries has been reported. We sincerely hope that this good trend will continue. UNHCR re- ports that during the month of October, 3,260 Boat People have been registered by countries giving first asylum.

The news concerning the recent influx of refugees coming from Kam- puchea seeking refuge in Thailand is only briefly mentioned here as detailed reports are being sent by the ICRC which has been delegated the operational responsibility to care for these refugees in the border area. (See section Thailand.)

In order to review operations and establish requirements for the 1st and 2nd quarters of 1980, an administrative mission is being conducted by Mr. Bighinatti. to key operating Societies. He will also explore possi- bilities to hold a meeting for participating and operating Societies in the area, possibly early February 1980, which has been previously suggested. Further information will be forthcoming when known.

Finances

The budget for the operation established by the South East Asia Refugee Task Force (re appeal dated 12 September) has not been fully realised. It is also to be noted that the actual operation has only been engaged for the past 2 months.

The budget to cover the needs for the South East Asia refugees in China will be included in our next appeal.
