1. Please refer to my letter of 14 November: I enclose a copy of the Thai resolution on South East Asia refugees as passed today. As you will see in preambular paragraph 3 and operative paragraph 5 we succeeded, by raising the matter from the floor, in inserting implicit references to Hong Kong (and presumably Macao and perhaps also Brunei) This was at the cost of some effort in squaring the Chinese, irritating the Thais, provoking the Vietnamese, as well as giving the High Commissioner an acute attack of nerves. I hope you will therefore regard the achievement as worthwhile. The Vietnamese made sustained public objections to our amendment. It is difficult to see the reason for it except as a wish to embarrass the Chinese.

I did not in the end cosponsor the draft, partly because there was no time in the circumstances and also because of the behaviour of the Thais which was rather cowardly and caddish. You will also note that the Thais further watered down operative paragraph 4 as a result of Vietnamese pressure and operative paragraph 6 as a result of African pressure.
