Relief to Cambodians inside Cambodia is still moving slowly. Understand UNICEF/ICRC have just been refused an increase in their personnel above 7 each. Opening of Mekong route useful, but agree with US Congressmen that overland routes are the only real answer. Are the Vietnamese afraid that their real degree of control will be exposed?
