(2) they need had no fear that the matter was already settled

and that irrevocable decisions had been taken; and

(3) although there was no intention to publish a White Paper,

there did appear to be a case for some statement in respect of the Dependencies at least before any Bill was published. If this was done, there would be another opportunity to put further representations to Ministers.
