I hope the fact sheet together with our regular reporting telegrams provides sufficient material for normal purposes. Unless there are iramatic developments we do not plan to circulate a further update until early January 1980.

We should be grateful if cory addressees in capitels of countries with active resettlement programmes would use the material to urge that greater numbers of places be made available to refugees in Hong Kong. Many countries may be deciding over the next 2 months on quotas for 1980 and their allocation. We would find it helpful if copy addressees could make enquiries and let us know as soon as possible the answer to the following questions concerning the resettlement programme of the country to which they are accredited.

A.

B.

What is the current quota and what period does it cover?

If the quota is being raised, or a new one is being set for 1980, when will decisions be taken?

C.

How many places under the current quota àre allocated to refugees given first asylum in Hong Kong?

D.

E.

F.

If there is a separate 1980 quota, what numbers are expected to go to refugees in Hong Kong?

Has UNHCR

What criteria are used in allocating quotas? been consulted and if so what has their advice been?

How many refugees from Indo-China have already been accepted (to latest available date)? Of these how many have been boat refugees? Of the boat refugees what proportion have been taken from Hong Kong?
