Vice Chairmanship

There had been no other nominations.

Sir Bernard Braine M.P. had,

therefore, been invited to be Vice-Chairman and had accepted.

REPORT FROM FINANCE AND GENERAL. PURPOSES COMMITTEE

a) Finance

The on Treasurer reported that the response to his request to member-organisations to increase their subscriptions had been encouraging and further increases could be expected from this source. No new donations had been

The following recommendations had been made by the Committee viz:- 1) that the present Chairman, whose term of office would finish at the end of 1979, should be reelected until a new body were set up or for a further five-year period, whichever were the sooner. 11) that the Criteria for membership should not be revised until a decision had been taken about setting up a new body; and that such new organisation should be recommended to avoid too diffuse a membership but at the same time should consider the claims of small organisations which might benefit from belonging to a large body.

iii)a meeting of the Parliamentary Panel on Refugees should be held on 20 November.

Mr Dale de Haan, Deputy UNHCR, should be invitied to speak on Indo-China and Latin-America. Representatives of SCOR and its members would be welcome also.

iv) a Working Group on Education should be set up under SCOR as suggested by a group of student and other relevant bodies meeting recently at Ockenden.

v) at the European Consultation on November 28, a representative of one of the member-agencles attending, should be invited also to represent SCOR.

vi) the UNICR should be invited to address a meeting of SCOR in the Spring or Summer of 1980.

vii)as the question of Cambodia was not primarily a refugee matter, it was not for SCOR to organise a Seminar; other bodies should be encouraged to do so.

The Standing Conference adopted the above Recommendations. RELATIONS BETWEEN BCAR AND SCOR

The Chairman referred to an interim Report which had been circulated. He asked for contributions and comments to guide the Working Group, which he hoped would finish its discussions early in 1980 and prepare final recommendations.

In discussion the following points were made: -

a) Welcome in principle to the proposal to bring the two organisations

together in one body was given by representatives of the Joint Working Group on Refugees from Latin America in UK, IUEF and WUS, which urged that a decision should be taken at an early date. Miss Ann Browne asked that there should be a meeting to consult member-organisations mainly concerned, before the final paper was prepared.

b) Mr Kenneth Lee (BCAR) advised caution about taking a decision at too early a date and thought it too soon to call such a meeting.

c)

Lady Jane Willoughby, as an individual member with a knowledge of both BCAR and SCOR, expressed doubts whether the proposal to form a new body from two such different agencies would achieve the desired aim.
