The General Assembly will, next month, be debating a report from Mr Hartling on refugee problems in general and another by Dr Waldheim on follow-up to the July Geneva meeting on the Indo-Chinese refugee problem. Neither report has yet made its appearance.

Neither Mr Hartling nor Mr de Haan are directly concerned with the famine in Cambodia and the problems of displaced
Cambodians within Cambodia.
6. We hope to make a firm pledge on our voluntary contribu- tion to the UNHCR's 1980 General Programme Budget during the Pledging Conference in the UN General Assembly (set for 16 November) next month, but the amount of that pledge is
still under consideration. The figure of £4.6 million in the draft aid framework would be received with disappointment by the UNHCR unless coupled with generous offers of contribu- tions to Special Programmes. No decision has yet been taken
either on how much of this sum should be earmarked for Indo- Chinese refugees.
