In my letter of 15 October I said that UNHCR had promised a reply

I now to the note we had given them during the Executive Committee. enclose their reply which has clearly been drafted by the Frenchman, Cuenod. Although its contents will not be new to you, the note at least admits the possibility of increasing the contribution, if either the resettlement rate is lower than UNHCR envisage or if there is a new influx of refugees. You may well have the opportunity to discuss these problems with Casella, who is at present in Hong Kong.
