PARLIAMENTARY QUESTION: UNITED NATIONS HIGH COMMISSIONER

FOR REFUGEES (UNHCR)

I submit a draft Answer, together with Notes for Supplementaries, References and Background Note, to the Parliamentary Question which Mr Alastair Goodlad (C, Northwich) has put down for oral answer on 31 October. Parliamentary Unit have agreed to extend the deadline until close of play

today.

Mr Goodlad's interest is in Indo-Chinese refugees.

He asked a similar Question on 11 July. The Department has

therefore concentrated on Supplementaries in this area.

Questions relating to conditions inside Cambodia are not appropriate to this Answer, and one of the Supplementaries reflects this point. The UNHCR is not responsible for Cambodians displaced within Cambodia, but only for those who actually cross an international frontier.

I shall submit any additional Supplementaries suggested

by Mr de Haan's call on Mr Blaker on 29 October.
